CBi Nigeria to Partner MACN in Training 300 Officers on Compliance - Soji Apampa

The Convention on Business Integrity (CBi) in partnership with the Maritime Anti-Corruption Network (MACN) has expressed plans to train 300 officers across Ministries, Department and Agencies (MDAs) responsible for ensuring compliance with the Standard Operating Procedures, SOPs at the Nigerian Seaports and Terminals.


Mr.  Soji Apampa, CEO CBi, said that the Grievance Resolution Mechanism and the Standard Operating Procedures, SOPs implemented across the Maritime industry, is now a reference point for countries like Ukraine, Egypt and India.

 

Apampa called for increased collaboration amongst MDAs responsible for activities at the Seaports in the country. Speaking further Apampa said it was time for a Presidential Pronouncement on the appropriate agency that will coordinate the issue of compliance with the SOPs.

 

In his view, it was critical as several agencies were carrying out different related roles, emphasizing the need for more cooperation and coordination.


"At the moment Nigerian Shippers Council plays its role from the economic standpoint, Nigerian Customs Service believes they are the major drivers of the processes, while the Nigeria Ports Authority as the landlord also feel they should be in charge," Apampa said.


Speaking on the Apapa Port congestion, he said the current work on the rail project when completed will help in the prompt evacuation process, and ease the ongoing road construction project in the area.

 

On the use of the Eastern Ports, the CBi Nigeria boss welcomed the recent long vessel that utilized the Port Harcourt axis for delivering cargo.


He identified the cost of shipping and security issues as the major concerns for leveraging the Eastern Ports in the country.


On the investments in Deep Sea Ports by the Federal Government and States, he supported the initiatives stating that Nigeria needs them but this should come through private investments and must be properly thought through in terms of economic value and feasibility.


He encouraged the Nigerian Shippers Council (NSC) to host a meeting with its  West African counterparts and across Africa to provide the methodology of how it could drive the SOPs to ensure integrity and accountability. 


Speaking on major policy steps to move the nation's seaports and terminals forward, he called for strengthening the SOPs covering the oil and gas sector and the consequent management which is under the purview of the Independent Corrupt Practices and Other Related Offences Commission (ICPC).
