AfDB Debars Maxicare Company Nigeria Limited for 36 months for Collusive and Fraudulent Practices

The African Development Bank Group, on 28 April 2021,announces the 36-month debarment of Maxicare Company (Nigeria) Limited witheffect from 23 February 2021. Maxicare Company (Nigeria) Limited is a limitedliability company registered in the Federal Republic of Nigeria.

 

An investigation conducted by the Bank's Office ofIntegrity and Anti-Corruption established that Maxicare Company (Nigeria)Limited engaged in collusive and fraudulent practices during a tender for theconstruction of weigh stations and supply of equipment under the TransportFacilitation Program for the Bamenda-Mamfe-Abakaliki-Enugu Road Corridorconnecting Cameroon and Nigeria.

 

The debarment renders Maxicare Company (Nigeria)Limited and its affiliates ineligible to participate in Bank Group-financedprojects during the debarment period. Additionally, the debarment qualifies forcross-debarment by other multilateral development banks under the Agreement forMutual Enforcement of Debarment Decisions, including the Asian DevelopmentBank, the European Bank for Reconstruction and Development, the Inter-AmericanDevelopment Bank and the World Bank Group.

 

At the expiry of the debarment period, MaxicareCompany (Nigeria) Limited will only be eligible to participate in BankGroup-financed projects on condition that it implements an integrity complianceprogram consistent with the Bank's guidelines.

 

The Transport Facilitation Program for theBamenda-Mamfe-Abakaliki-Enugu Road Corridor is aimed at increasing trade andstrengthening cooperation generally between the countries of the EconomicCommunity of Central African States and those of the Economic Community of WestAfrican States and between Cameroon and Nigeria in particular. It wasco-financed by the African Development Fund, an entity of the AfricanDevelopment Bank Group.
